        announces new office for Wilson, new owner in Asheville |

        & Company Appraisers announces the opening of 
its newest office in Wilson, N.C., and an owner-ship change in Asheville, N.C. 
 Kelly Carlton is the owner-manager of the new office.  He and his 
father, Hilton Carlton, will be handling appraisals in the Wilson, 
Greenville, Tarboro and surrounding areas. Kelly 
 is a State Certified General Real Estate Appraiser with over 16 years 
of experience in his field, which includes both commercial 
and residential appraisals. The Campbell University graduate is FHA 
approved and has extensive agricultural experience. Hilton is a State 
Certified General Residential Appraiser who has been in the business since 
1970. Before becoming an ELLIOTT® 
& Company Appraisers franchisee, Kelly had been operating as 
Carlton Appraisal Associates at the same location.
 
 Meanwhile, on the western side of the state, David Earnhardt has 
purchased the company's Asheville office. Dave, a State Certified Residential 
Real Estate Appraiser, has six years experience, the last four as a 
staff appraiser for the ELLIOTT® 
& Company Appraisers office he now owns. The Davidson College 
graduate will continue to work with staff appraisers Phillip Croll, Lisa Trail 
and Tim Stevens at the same location the office has been operating since 1997.

      Comments For those of you who have been past readers of our 
newsletter, "The Appraisal Advisor," we 
have a new format. It is with pleasure that we present to you our 
new newsletter, "Elliott Appraisal News." Why did we change?  
The reason was a business decision. While the old newsletter 
received positive comments for its appearance and its content, we felt 
that it was time for a facelift as well as a name change.  Our newsletter 
is designed to educate our clients as well as to serve as an 
advertising medium. While we do print advertising, at last check we had 
a database in excess of 4,300 clients, and the newsletter is our 
only opportunity to communicate directly with our clients. For 
those of you who appreciated the content of our newsletter in 
the past, we promise to continue to work toward including 
similar topics for your enjoyment. In addition to our newsletter, 
we have also updated our company Web site. It received a 
general overhaul both in appearance and in functionality. 
Functional changes made were designed to assist clients in locating 
our offices as well as ordering appraisals online. If you have not

      | The Appraiser Qualifications 
Board has proposed stricter educational requirements for real estate 
appraisers. Among the proposals are raising the required classroom time to 
140 hours for licensed residential appraisers, 200 hours for 
certified residential appraisers and 315 hours for certified general appraisers. 
The board recommended specific education requirements, such as a 
college degree for certified general appraisers and an associate's degree 
for certified residential appraisers. The board also suggests that four 
hours of continued-education credit be given to certified appraisers 
for managing trainee appraisers. 
 Angela McLean of the Boone, N.C., office has been certified to 
perform appraisals in the state of Tennessee.
 
 The network of appraisers who do work for 
ELLIOTT® continues to grow. At last count we had over 
300 appraisers throughout the U.S. ready to perform appraisals under 
the ELLIOTT® & Company name.
